Abstract: Main aspects of regulatory requirements justification are reviewed, including their specification and adjustments at major pipelines operation, considering the requirements of industrial ecology in the decision support system. There has been proposed the structure of decision support system in the field of regulatory framework in the sphere of accident risk definition. It was revealed that the efficiency of decision support system depends largely on the efficiency of the valid system of information collection and processing, used at evaluation of the risk of accidents at major pipelines facilities, and scientific and technical level of normalization tasks solving in corresponding R&D and operating companies, control and inspection authorities.
