The integration of tariff wage systems with national (sectoral) qualifications framework levels

Abstract: A number of complicated issues related to the transition to professional standards in companies and institutions where the system of organization and remuneration of personnel, as well as manning table, are based on the traditional system of qualification requirements contained in the Unified Rating and Skills Guide (URSG) for jobs and occupations of manual workers and Qualification Reference Book (QRB) for managers, specialists and other employees. The key issue is the lack of a mechanism for matching worker's rate, qualification categories and other elements of URSG and QRB with professional standards and the description of qualification levels. Taking into consideration the cancellation procedure of URSG, which began in April 2018, it is necessary to develop an economic and mathematical model for a comprehensive solution to this problem. Namely: the establishment of an identity mechanism between worker's rate and the skill level system in professional standards.
Such a mechanism was developed by the authors and presented in the article. The practical value from the application of the proposed methodology lies not only in maintaining continuity with the rating systems of discrete works (functions) performed according to traditional technological schemes, but also in obtaining a real mechanism for establishing a rating for new types of works (processes, operations), regardless of whether the qualification reference books and / or professional standards.
